How to Download CSV file? It was already done in screen. but i want to do in service for creating restAPI .

You won’t get automatic Swagger generation in the Moqui Tools app, but you can just do it through a screen transition.
Once that’s working, if you call a service with a screen transition. It should continue working and you can call that same service through the rest API. It should be the same concept.
